BioniX Wallpaper is definitely the most complete wallpaper program I ever tried.
Slideshows, live video/GIF wallpapers, photo collages, Matrix rain, snow falling on the desktop, wallpapers that change at sunrise/sunset... and you can customize literally everything. A different setup on each monitor? Yep. It even pauses the animations when you're gaming!! It's been around for 20+ years and it shows.
